SC Mental Health to use land sale cash for repairs

For the first time in the history of criminal law reform in the country, Mental Health Care Bill, 2013 seeks to decriminalise acts of suicide by linking them to the state of mental health of the person attempting the act. The forward-looking Bill explicitly states that acts of suicide will not be criminalised and those attempting suicide would be treated to be mentally ill unless proved otherwise and therefore exempted from the current provisions of Section 309 of Indian Penal Code. Section 124 of the Bill states, “Notwithstanding anything contained in Section 309 of the IPC, any person who attempts suicide shall be presumed, unless proved otherwise, to be suffering from mental illness at the time of the bid and shall not be liable to punishment under the said Section.” The Bill thus clarifies that the act of suicide and the mental health of the person committing the act are inseparably linked and have to be seen together and not in isolation. Moved by the Ministry of Health, the Bill lays down a proper provision for the treatment of persons attempting suicide. The Bill seeks to provide for mental health care for persons with mental illnesses and to protect, promote and fulfil the rights of such persons during delivery of mental health care and services. It is the first time that the Government has come up with rights based approach in the mental health law. The Law Commission will separately move this amendment to the Criminal Law which would eventually be effected by the Home Ministry.

Kidney Disease Patients Can Benefit From Exercise: Study

According to the new study, a structured exercise and lifestyle program can improve kidney patients’ fitness, body composition and heart health, and this type of regimen can be offered to kidney disease patients with other co-existing medical conditions. The program included 150 minutes a week of moderate intensity exercise and group counseling about behavior and lifestyle changes. A health care team including a kidney specialist, a nurse practitioner, an exercise physiologist, a dietitian, a diabetes nurse and a psychologist were involved in helping the patients keep on track, the researchers explained in a news release from the American Society of Nephrology. WEIGH IN: Ask your fitness questions A total of 83 patients with chronic kidney disease were randomly assigned to either take part in the program or receive usual care. When the study began, only 45 percent of the participants were able to meet the exercise capacity expected for their age group. Patients who took part in the exercise program for one year showed an 11 percent increase in their maximal aerobic capacity, while those in the usual care group had a 1 percent decrease.

Trouble with memory and thinking, something doctors call “neurocognitive impairment,” affects nearly half of people infected with HIV, the virus that causes AIDS. It can interfere with the ability to do daily tasks such as handling finances, driving and taking medication as scheduled, experts say. However, the new study suggests that exercise “may reduce or potentially prevent neurocognitive impairment in HIV-infected persons,” according to a team led by Dr. David Moore of the University of California, San Diego. Their study included 335 people with HIV who were asked how much they exercised. They also underwent testing to assess seven brain functions commonly affected by HIV: verbal fluency, working memory, speed of information processing, learning, recall, executive function and motor function. Those who got regular exercise were half as likely to show signs of impaired mental function as those who did not exercise, according to the study published in the August issue of the Journal of NeuroVirology.
